New chemical substances that have obtained regular registration certificates in accordance with the provisions of the "Measures" shall be included in the "List" after five years from the date of first registration.

All chemical substances that meet the above requirements shall be listed in the "Directory" by the announcement of the competent department of ecological environment under the State Council, and enterprises do not need to submit an application.

23. If the registration certificate for environmental management of new chemical substances obtained under Decree No. 7 needs to be changed, how to operate it?
