The annual activity report on new chemical substances has begun to be submitted!

The Measures for the Registration of Environmental Management of New Chemical Substances have been formally implemented on January 1, 2021. The Measures are applicable to the environmental management registration of the research, production, import, processing and use of new chemical substances in China. It stipulates that before an enterprise produces or imports new chemical substances in China, it must register new chemical substances for chemical substances that are not listed in the "China Existing Chemical Substances List" (I. e. IECSC). After receiving the new chemical substance environmental management registration certificate, the production or import of new chemical substances can be carried out.

One of the important tasks of tracking and management after the registration of new substances: the relevant requirements and deadlines of the annual activity report have changed greatly, and all relevant enterprises are also invited to pay attention.

Q: What new substances are required to submit an annual activity report?

A: Before Decree No. 12 (Measures for the Registration of Environmental Management of New Chemical Substances) came into effect, only new substances with a regular declaration registration certificate under Decree No. 7 need to submit annual activity reports for new substances with a management category of "key environmental management hazards. The submission of an annual activity report is no longer required for new substances with regular registration certificates in other management categories, as well as for all new substances with simple registration certificates.
After the entry into force of Decree 12, the regular registration is completed in accordance with Decree 12, and the annual activity report is required only if the environmental management requirements on the regular registration certificate stipulate the annual reporting requirements.

Q: When will the annual report be submitted?
A: If it is necessary to submit an annual activity report on new substances, it shall report to the Ministry of Ecology and Environment the actual production or import of the new substances approved for registration in the previous year, the discharge to the environment, and the implementation of environmental risk control measures and environmental management requirements before April 30 each year.
Under Decree No. 12, the website and path for filling in the first activity report and annual report of new chemical substances in the online registration system are as follows: log on to the website of the government service hall of the Ministry of ecology and environment of the the People's Republic of China (Internet website: http://zwfw.mee.gov.cn), click "new chemical substances" and select "item declaration" in the item column of "13002 new chemical substance environmental management registration certificate", according to the prompt, click to enter the first activity report of the "New Chemical Substances Environmental Management Registration Measures" (Decree No.12) Entry (New System) "and select" regular Registration "or" Simple Registration "according to the registration type. After entering, click the" First Activity Report "form to fill in the report. Select" regular Registration "for the annual report, and click the" Annual Report "form to fill in after entering, fill in and submit electronic data through the online registration system, print the" Report Form for the First Activity of New Chemical Substances "(Annex 1) or the" Annual Report Form for New Chemical Substances "(Annex 2), sign and seal, scan in color to generate PDF files, and upload them to the system. The system shows that the report has been received if the submission is successful. The original paper of the signed report form does not need to be mailed, only the PDF file is uploaded after the electronic data is submitted through the online registration system.
