In order to implement the requirements of the state to deepen the reform of streamlining administration, delegating powers, delegating powers, and optimizing services, and to improve work efficiency, the Chemical Registration Center of the Ministry of Emergency Management decided to cancel the registration of hazardous chemicals as stipulated in Article 14 of the Measures for the Administration of Registration of Hazardous Chemicals (formerly Order No. 53 of the State Administration of Work Safety) from June 1, 2020, and implement online electronic submission and review of registration data. The relevant matters are hereby notified as follows:
1. hazardous chemical registration enterprises upload electronic documents such as scanned copies of the industrial and commercial business license of the production enterprise stamped with the official seal of the enterprise, scanned copies of qualification certificates such as the registration form of foreign trade operators of the import enterprise through the registration system, and after all the online materials have passed the examination (including new registration, registration review and registration change enterprises), upload a scanned copy of the stamped document of the registration form of hazardous chemical production enterprises (or import enterprises) in the item of enterprise information-electronic files. Electronic documents shall be clearly visible. The enterprise shall be responsible for the legality, authenticity and validity of the submitted electronic application materials and data.

The paper materials originally required to be submitted can be uploaded through the registration system. Remember to affix the official seal!
(I) hazardous chemicals registration form;
The industrial and commercial business license of the (II) production enterprise, the record registration form of the foreign trade operator of the import enterprise, the qualification certificate of the the People's Republic of China import and export enterprise, the approval certificate of the the People's Republic of China foreign-invested enterprise or the approval certificate of the Taiwan, Hong Kong, Macao and overseas Chinese investment enterprise;
(III) chemical safety technical specifications and chemical safety labels that are consistent with the hazardous chemicals produced and imported and meet national standards;
(IV) the emergency consultation service telephone number or the power of attorney for emergency consultation service that meets the requirements of Article 22 of these Measures;
(V) registered hazardous chemical product standards (national standards or industrial standards are adopted, the adopted standard number shall be provided).
The provincial hazardous chemical registration offices and the chemical registration center of the Ministry of Emergency Management of the 2. shall review the electronic data filled in by the enterprise. After the online data of the enterprise has passed the examination and uploaded the electronic documents of the registration form of the hazardous chemical production enterprise (or import enterprise) stamped with the official seal, the chemical registration center will timely print the enterprise hazardous chemical registration certificate (the chemical change enterprise only prints the registration variety page) and issue it to the enterprise through the local registration office.
Enterprises that are 3. processing and have submitted paper materials do not need to submit electronic materials.
