K-REACH, the full name of the South Korea Chemicals Registration and Evaluation Act, also referred to as the South Korea REACH or the Chemical Evaluation Act, passed the South Korea Congress on April 30, 2013, and entered into force on May 1, 2014, and formally implemented on January 1, 2015.

K-REACH include registration, evaluation, authorization, restrictions and other aspects of the content. According to K-REACH regulations, all new chemical substances (regardless of tonnage), existing chemical substances exceeding 1 ton/year and 510 PEC substances exported to South Korea must be reported or registered. In addition, products containing key management substances (referring to consumer products) are also required to fulfill the obligation of declaration. We will introduce the K-REACH registration of new chemical substances, current chemical substances and PEC substances respectively.

New chemicals

New chemical substances are judged on the basis of the South Korea Chemical Substance Information System (NCIS), in which the classification of substances can be queried, at http://ncis.nier.go.kr/ncis/Index,输入物质CAS号或者名称,没有相关信息时,即可判断该物质为新化学物质。

The K-REACH types of registration for new chemical substances are: declaration (new chemical substances with <0.1 t/a), regular registration (new chemical substances with 0.1-1 t/a and new chemical substances with ≥ 1 t/a).

Note: There is no buffer period for new substances. Only after registration or declaration can they be produced or imported.

Existing chemicals

Similar to the new chemical substance judgment method, the basis for judging existing chemical substances is also the South Korea Chemical Substance Information System (NCIS). When the CAS number or name of the substance is input, KE number can be found, and the substance can be judged as an existing chemical substance.

For existing chemical substances ≥ 1 t/a, the South Korea government has adopted a pre-registration policy. The window period for pre-registration is from January 1, 2019 to June 30, 2019. According to different tonnages, different lengths can be obtained. Buffer period. After the pre-registration deadline, the South Korea government has formulated a late pre-registration policy. Products that are not exported or whose export volume is less than 1t/a can still be pre-registered.

At present, the buffer period for substances with export volume ≥ 1000t/a and CMR substances is December 31, 2021. The agreement bodies for each substance have been established and LR has been elected.

PEC substance

The MOE of the Ministry of Environment of South Korea published the first batch of existing substance registration list, the PEC list, on July 1, 2015, with a total of 510 substances. The substances in the list need to be registered within 3 years, that is, before July 1, 2018 (three months later), otherwise the substances in the list cannot be produced, imported or used in South Korea for more than 1 ton/year.

It should be noted that the joint registration of PEC substances has ended on September 30, 2018. For PEC substances, general separate registration must be made, I .e. LOA data must be purchased from LR, then relevant registration files shall be made and submitted to relevant government departments for approval.
