Annual activity report of new chemicals begins to be submitted

The measures for environmental management and registration of new chemical substances has been officially implemented on January 1, 2021. The measures are applicable to the environmental management registration for the research, production, import, processing and use of new chemical substances within the territory of China. It is stipulated that before the enterprises produce or import new chemical substances within the territory of China, they must register new chemical substances for the chemical substances that are not listed in the list of existing chemical substances in China (iecsc) according to the regulations The production or import of new chemical substances can only be carried out after the environmental management registration certificate of chemical substances is issued.

 

One of the important work of tracking management after the registration of new substances: the relevant requirements and deadline of annual activity report have changed a lot, and all relevant enterprises should pay attention to it.

 

Which new substances need to submit annual activity reports?

 

Before order No. 12 (measures for environmental management and registration of new chemical substances) came into effect, only the new substances with the management category of "key environmental management dangerous category" need to submit the annual activity report for the new substances with the routine declaration and registration certificate obtained according to order No. 7. Annual activity reports are no longer required for other types of new substances with regular registration certificates and all new substances with simple registration certificates.

 

After the order No. 12 comes into effect, the routine registration is completed according to the order No. 12, and the annual activity report is required only if the environmental management requirements on the routine registration certificate stipulate the requirements for submitting the annual report.

 

When will the annual activity report be submitted?

 

If it is necessary to submit the annual activity report of new substances, it shall report to the Ministry of ecological environment the actual production or import of new substances approved for registration in the previous year, the discharge to the environment, and the implementation of environmental risk control measures and environmental management requirements before April 30 of each year.

 

Under the order No. 12, the website and path for filling in the first activity report and annual report of new chemical substances in the online registration system are: log in to the website of the government affairs service hall of the Ministry of ecology and environment of the people's Republic of China (Internet address: http://zwfw.mee.gov.cn ）, click "new chemical substances" and select "event declaration" in "13002 new chemical substances environmental management registration certificate approval item column", According to the prompt, click to enter the first activity report of "new chemical substances environmental management registration measures (order 12) entry (new system)", select "routine registration" or "simple registration" items according to the registration type, and then click the "first activity report" form to fill in; select "routine registration" items for the annual report, After entering, click the "annual report" form to fill in and submit the electronic data through the online registration system, print the report form of the first activity of new chemical substances (Annex 1) or the annual report form of new chemical substances (Annex 2), color scan after signature to generate PDF file and upload it in the system. The system shows that the report has been received when the submission is successful. There is no need to mail the paper original of the signed report form. Only PDF file can be uploaded after electronic data is submitted through the online registration system.
