Quality and safety information of cosmetic raw materials

Article 27 (2) of the Specification for Registration and Filing Materials of Cosmetics (Draft for Soliciting Opinions, 2020/11/4) stipulates that "(Information related to raw material safety), the registrant, filing person or domestic responsible person shall fill in the manufacturer information of raw materials used in products and upload the raw material quality and safety information file issued by the raw material manufacturer. If the raw material manufacturer has submitted the raw material quality and safety related information according to the Guidelines for Reporting the Quality and Safety Related Information of Cosmetic Raw Materials (Annex 12 and Annex 13), the registrant, the filing person or the domestic responsible person may fill in the raw material submission code (Annex 14) related to the raw material quality and safety information file ". Since then, the management of cosmetic raw materials has entered a new era.

 

Combined with the requirements of the Regulation on Cosmetics Supervision, which came into effect on January 1, 2021, the management mode of cosmetic raw materials under the new regulation is summarized as shown in Figures 1 and 2.

This management mode strengthens the management of cosmetics raw materials, and puts forward new requirements for cosmetics raw materials enterprises and cosmetics enterprises. Xiao 'an hereby proposes the following countermeasures for raw materials enterprises and cosmetics enterprises:

 

(1) cosmetics raw material enterprises

 

Complete the submission of raw material quality and safety information before May 1, so as to provide convenience for the product registration of downstream cosmetics enterprises. According to the information obtained by Xiao 'an, cosmetics management (filing and registration of cosmetics and new cosmetics raw materials) will go online before May 1, and the raw material quality and safety information/submission code under the new system should be provided simultaneously when filing/registering cosmetics.

 

(2) Cosmetic enterprises

 

Organize the existing raw material inventory. If there are the same raw materials produced by different raw material manufacturers, it is necessary to organize the internal raw material system or raw material code as required to meet the requirements of the subsequent new regulations. Under the new regulations, cosmetics should be directly related to the raw material manufacturer when filing and registering. If the raw material manufacturer needs to be changed after filing, the raw material information should be maintained through the filing and registration platform, and safety assessment should be conducted if necessary.
