Detailed knowledge on MSDS/SDS

As a manufacturer, foreign trade enterprise or freight forwarder, we will contact the chemical safety instruction (m) SDS from time to time. The chemical product SDS is standard configuration. Let's systematically understand the small knowledge of the chemical safety instruction (m) SDS.            

(M) What is SDS?           

 MSDS is the English abbreviation of material safety data sheet, which is also often translated into chemical safety instructions. SDS (safety data sheet) is a kind of safety data sheet. SDS is one of the obligations of enterprises regulated by GHS (Globally Harmonized System of classification and labeling for chemicals) regulations in various countries. SDS is called MSDs in specific countries, but MSDS and SDS play exactly the same role in the supply chain.           

 It is a comprehensive legal document on chemical characteristics provided by chemical production, trade and sales enterprises to downstream customers and the public according to legal requirements. It provides physical and chemical parameters of chemicals, combustion and explosion performance, health hazards, safe use and storage, leakage disposal, first-aid measures and relevant laws and regulations.       

    

 Where can MSDS be made? 

MSDS can be prepared by the manufacturer according to relevant rules. However, in order to ensure the accuracy and compliance of MSDs and avoid the accident risk of chemicals in the process of production, circulation, use and storage, it is suggested that the enterprise entrust Xin'an resources consulting to provide MSDS services.           

 What situations require (m) SDS?            

The new regulations of the State Council on the safety management of hazardous chemicals (order 591) stipulates the mandatory use requirements of MSDs and safety labels in China from the legal level. No. 591 order clearly stipulates that: the hazardous chemical production enterprise shall provide the chemical safety technical specification consistent with the hazardous chemicals it produces, and paste or tie the chemical safety label consistent with the hazardous chemicals in the packaging (including the outsourcing package) of the hazardous chemicals. At the same time, the mandatory requirements of MSDs for the import and export of hazardous chemicals, the registration of hazardous chemicals and the registration of new chemical substances are clearly pointed out in the Announcement No. 30 of 2012 of AQSIQ, the administrative measures for the registration of hazardous chemicals (Order No. 53) of the State Administration of work safety and the environmental management measures for new chemical substances of the Ministry of ecological environment.          

 Therefore, from the legal level, chemical manufacturers need to provide compliant MSDs in the whole life cycle of chemical production, operation, sales, operation and transportation. In addition, from the perspective of risk aversion, chemical related enterprises also need to pay attention to MSDs, transfer correct chemical information to the government, operators, consumers and the public, and avoid huge potential safety hazards and legal risks caused by MSDS information errors.          

  (M) SDS purpose            

MSDS is widely used in customs inspection, dangerous chemicals registration, customs declaration, customer requirements, foreign customs clearance and enterprise safety management            

  1. Customs commodity inspection (whether the ingredients are prohibited or not)          

  2. Customs declaration of freight forwarder (understand product transportation requirements)         

  3. Customer requirements (different regulations in different regions)          

  4. Enterprise safety management (understand the hazard characteristics of products)            

  5. Hazard registration (implement strict safety supervision and management)           

 (M) Validity of SDS          

  MSDS / SDS has no clear term of validity. But MSDS / SDS is not immutable. The contents of MSDs / SDS shall be updated in time in case of the following situations:            

  1. When the regulatory basis and requirements of SDS / MSDS are changed;          

  2. When the substances / proportions / components in the products targeted by SDS / MSDS change;        

  3. When the products targeted by SDS / MSDS are found to have new hazards;         

  4. When the toxicological / ecological information of SDS / MSDS is updated.         

 MSDS / SDS national version            

International: the sixth revision of the GHS system of the United Nations and the international general version of ISO            

China: China GB version            

USA: OSHA version, ANSI version            

EU: EU CLP version, EEC version           

 Canada: Canada HPR version, WHMIS version            

Japan: according to JIS Z 7253:2012            

New Zealand: Based on New Zealand HSNO version

Preparation requirements            

The contents of the sixteen items specified in the safety technical specification cannot be deleted or merged at will, and their order cannot be changed at will. The requirements, boundaries and levels of each project shall be filled in accordance with the "filling guide". Among them, the 16 major items are required, and each minor item can have three choices. If [a] is indicated, it is required; if [b] is indicated, if there is no data for this item, the reason for no data (such as no data, meaningless) shall be indicated; if [C] is indicated, if there is no data, this item may be omitted.           

 The text of the safety technical specification shall be expressed in simplified, clear and easy to understand standard Chinese characters. Digital data should be accurate, reliable and comprehensive.           


 The international version of MSDs consists of 16 items of information, which are:           

   1. Chemical name and manufacturer's information: mainly indicating chemical name, manufacturer's name, address, zip code, telephone, emergency telephone, fax and email address.         

   2. Chemical composition information: indicate whether the chemical is a purified product or a mixture. For purified products, the name of chemicals or trade name and common name shall be given. Mixture, the concentration or concentration range of hazardous components shall be given.           

   3. Hazard information: a brief overview of the most important hazards and effects of this chemical.           

   4. First aid measures: it refers to the brief treatment methods of on-site self rescue or mutual rescue that should be taken when the operators are injured accidentally.            

  5. Fire fighting measures: it mainly refers to the information about the physical and chemical hazards of chemicals, suitable extinguishing media, unsuitable extinguishing media and personal protection of firefighters.            

  6. Leakage emergency treatment: refers to the simple and effective emergency measures, precautions and elimination methods that can be adopted on site after the leakage of chemicals.            

  7. Operation and storage: mainly refers to the information and data on the operation, disposal and safe storage of chemicals.            

  8. Contact control and personal protection measures: the protective methods and measures taken to protect the operators from the hazards of chemicals during the production, operation, handling and use of chemicals.            

9. Physical and chemical properties: mainly describe the appearance and physical and chemical properties of chemicals.            

10. Stability and reactivity: mainly describe the stability and reactivity of chemicals.            

11. Toxicological information: provide toxicological information of chemicals.            

12. Ecological information: it mainly states the environmental ecological effect, behavior and transformation of chemicals.            

13. Waste disposal: it refers to the safe treatment method for the packaging polluted by chemicals and chemicals with no use value.            14. Transportation information: mainly refers to the domestic and international chemical packaging, transportation requirements and the classification and number of transportation regulations.            

15. Regulatory information: mainly the legal terms and standards of chemical product management.            

16. Other information: mainly provide other information that is important for safety.            

With these 16 items of information, we have a basis for the use, storage and handling of chemicals involved in the production and use process, which can be implemented in accordance with the relevant requirements of MSDs.            

Difficulties in preparation            

If the chemical is a mixture or mixed with additives or there is a reaction by-product, the preparer needs to make a correct assessment of the toxicology, physical and chemical properties of the product, and the MSDS provider needs to bear the corresponding legal responsibility.            

In addition, the MSDS must comply with the laws and regulations of the buyer's country and region. However, different countries and regions have different requirements for MSDs, and the regulatory requirements will change, and even the applicable standards will be invalidated. The corresponding MSDS also needs to keep pace with the times. Because the legal documents of chemicals management and trade in various countries and even states of the United States are different, some of them change every month, so if the MSDS provided is not correct or the information is incomplete, it will face legal liability. Therefore, the compilation quality of MSDs is an important sign to measure the strength, image and management level of a company.            

During the preparation of MSDs, the following information should also be noted: incorrect hazard classification, incorrect transportation information, mismatch between data and classification, missing ingredient information, etc
