Korean Chemical Registration and Evaluation Act (KREACH) introduction

In the near future, with the recovery of trade with South Korea, especially in the field of chemical products, the export has increased gradually in the near future. More and more customers have registered with k-reach of South Korea for consultation with our company. What is the current situation of k-reach of South Korea? What registration is needed to export chemicals to South Korea? Now let's talk about the k-reach registration.          

  

K-reach, the full name of Korean Chemical Registration and evaluation act, also referred to as Korean reach or chemical evaluation act, passed the deliberation of the Korean parliament on April 30, 2013, took effect on May 1, 2014, and officially implemented on January 1, 2015.  K-reach includes registration, evaluation, authorization, restriction, etc. According to k-reach regulation, all new chemical substances (regardless of tonnage) exported to South Korea, existing chemical substances over 1 ton / year and 510 kinds of PEC substances must be subject to annual report or registration. In addition, products containing key management substances (referring to consumer products) also need to fulfill the obligation of declaration. We will introduce the k-reach registration of new chemicals, current chemicals and PEC substances respectively.                


New chemicals            

The basis for judging new chemical substances is the Korean Chemical Substances Information System (NCIS), in which the classification of substances can be inquired. The website is http://ncis.nier.go.kr/ncis/index. Enter the CAS number or name of the substance. If there is no relevant information, the substance can be judged as a new chemical substance.            

The types of k-reach registration of new chemicals are: declaration (< 0.1t/a of new chemicals), routine registration (0.1t-1t/a of new chemicals and ≥ 1t / a of new chemicals).           

 Note: there is no buffer period for new substances. They can only be produced or imported after registration or declaration.            

Existing chemicals            

Similar to the new chemical substance judgment method, the basis for judging the existing chemical substance is the Korean chemical substance information system (NCIS). When entering the CAS number or name of the substance, you can find the Ke number, and then you can judge that the substance is an existing chemical substance.            

For the existing chemical substances ≥ 1 T / A, the Korean government has adopted the pre registration policy. From January 1, 2019 to June 30, 2019, the window period of pre registration is. According to the tonnage, different buffer periods can be obtained. After the pre registration deadline, the Korean government has formulated a late pre registration policy. If there is no export or the export volume is less than 1t / A, pre registration can still be made.          

 At present, the buffer period for exports of substances ≥ 1000t / A and CMR substances is December 31, 2021. The agreement bodies of all substances have been established and LR has been elected.            


Substance PEC            

On July 1, 2015, MOE of the Ministry of environment of South Korea released the first batch of existing substances registration list, namely PEC list, with a total of 510 substances. The substances in the list need to be registered within 3 years, i.e. the registration must be completed before July 1, 2018 (three months later). Otherwise, the substances in the list cannot be produced, imported or used in Korea for more than 1 ton / year.            It should be noted that the joint registration of PEC substances has ended on September 30, 2018. For PEC substances, it is necessary to make a general separate registration, that is, purchase loa data from LR, then make relevant registration files and submit them to relevant government departments for approval.
