Introduction of K-REACH Authorization Candidate Substances and Risk Review Pilot Project

The Ministry of the South Korea Environment designated at-risk chemical substances as authorized substances and introduced a system for the designation and management of authorized substances in 2015. Under the system, anyone wishing to manufacture, import or use the substance must obtain approval from the South Korea Minister of the Environment.

According to Articles 19 and 25 of the Chemical Substances Registration and Evaluation Act, the Minister of the Environment shall designate and announce the authorization of priority controlled substances and other chemical substances at risk. All entities that manufacture, import and use these authorized substances should prepare, submit and obtain authorization for their use, risk and substitution analyses.

The following ten chemicals were selected as candidates for the pilot project:

If the risk of handling is high, alternative substances and technologies are uncertain, and strict exposure control is possible, the licensed material designation and management system should be manufactured, imported and used within a certain period of time. Amendments to the Chemical Substances Registration and Evaluation Act to select and disclose "candidate substances to be licensed (hereinafter referred to as authorized candidate substances)" before designating licensed substances (implemented on October 15, 22).

As a result, a pilot project is currently being undertaken by the South Korea to disclose summaries of the results of risk reviews of licensed substances and to elaborate procedures and methods for gathering opinions on the hazards, uses, alternatives and technologies of each candidate substance.

Comments on the shortlist and its risk review may be made through the Committee. Comments should also be made on the survey items, methods, submission procedures, etc.

In the future, these processes will be operated through the information disclosure webpage. You can search the name and CAS number of the candidate substance to be authorized on the relevant menu, query the risk review results, etc., and submit your comments. If you have already submitted an opinion statement, the Authority will inform you how to participate in the pilot project.
