Triclosan, which is a raw material ingredient that has caused public concern and heated discussion for many times due to safety issues.

Triclosan was prepared in the 1960 s. In the early days, it was considered a low-hazard substance. However, with the deepening of research, the safety of triclosan has received increasing attention.

Studies have shown that triclosan is an endocrine disruptor that affects thyroid function, and triclosan promotes the production of bacteria that are resistant to antibiotic drugs and antibacterial products.

As early as December 16, 2013, the U.S. Food and Drug Administration (FDA) issued a proposal to verify the safety and effectiveness of antibacterial soaps, which mentioned that long-term human exposure to triclocarban and triclosan may bring health risks, such as causing bacterial resistance or affecting hormone endocrine.

In order to better protect people's health, Washington State (WA) passed the Toxic-Free Cosmetics Act (TFCA) in 2023.

The bill stipulates that starting from January 1, 2025, the production, distribution and sale of cosmetic ingredients containing 9 (class) ingredients (see table) are prohibited in Washington State; existing related cosmetics are allowed to be sold until January 1, 2026.1.

Table Substances to be Banned by TFCA

For the "list of substances that release formaldehyde", the relevant departments will issue about 10 related substances around January 1, 2026, and will issue a supplementary list on January 1, 2027. Therefore, the ban on formaldehyde-emitting substances will be implemented in phases after the release of the list.

All businesses that manufacture, distribute, sell or use cosmetics in Washington State must comply with the TFCA, such as cosmetics manufacturers, brands, sellers and related hair and nail salons.
