Recently, the Solid Waste and Chemical Management Technology Center of the Ministry of Ecology and Environment issued the "Notice on the Submission of Annual Reports on New Chemical Substances", which publicly notified 52 companies that have not yet submitted the 2020 annual report on new hazardous chemical substances for key environmental management, involving 68 registration certificates approved from 2013 to 2020.

The circular requires the above-mentioned enterprises to complete the reporting and submission of the report through the online registration system before October 31 (original website:

https://www.meescc.cn/zhxx/tzgg/202109/t20210930_955164.shtml), the enterprises on the list can seize the opportunity to open the system again and complete the report of the previous year.

If the report is still not submitted in time, the relevant enterprises may be punished and affect the registration of other substances in the future.

2020 Annual Report Submission Requirements:

According to the relevant provisions of Order No. 12 of the Ministry of Ecology and Environment and the Announcement on Matters Relating to the Registration of Environmental Management of New Chemical Substances, if it belongs to the key environmental management hazardous new chemical substances specified in Article 3 of Order No. 7 of the Ministry of Environmental Protection, the holder of the registration certificate shall report to the Ministry of Ecology and Environment before April 30, 2021. The report includes actual production or imports in 2020, emissions to the environment, and the implementation of environmental risk control measures and environmental management requirements.

Punishment basis:

According to Article 47 of Order No. 12 of the Ministry of Ecology and Environment, the actual production or import of new chemical substances approved for registration in the previous year, as well as the implementation of environmental risk control measures and environmental management requirements, are not reported as required. The competent department of ecology and environment under the State Council shall order corrections and impose a fine of less than 10,000 yuan; if the circumstances are serious, joint punishments for dishonesty shall be carried out in accordance with laws and regulations, it will no longer accept its application for environmental management registration of new chemical substances within one year.
