Cosmetic raw material quality and safety information platform has been officially opened. According to Document No.35 of 2021 of the State Food and Drug Administration–announcement of the State Food and Drug Administration on relevant matters concerning the implementation of the Provisions on the Administration of Cosmetic Registration and Filing Materials, "starting from January 1, 2022, when applying for registration or filing, the registrant shall provide safety-related information on raw materials with the functions of anti-corrosion, sun protection, coloration, hair dyeing, spot removal and whitening in accordance with the requirements of the Provisions". Starting from January 1, 2022, safety-related information shall be provided for raw materials of cosmetics that have the quality and specification requirements in the Technical Specifications for Safety of Cosmetics and raw materials with the functions of anti-corrosion, sun protection, coloration, hair dyeing, spot removal and whitening.

Background of cosmetic raw material quality and safety information submitted

The production license system of the existing cosmetics supervision system conducts admittance examination on the quality control ability of cosmetics production enterprises, and the irregular supervision and inspection also ensures the quality of the control of cosmetics production process to a certain extent.

As an important part of cosmetic safety assurance, cosmetic raw material quality and safety information submission uses a new way to connect raw material supplier evaluation, procurement, and raw material quality control, which is a brand new management method and does not change the principle of raw material quality and safety supervision.

Who carries on the cosmetics raw material quality safety information submission?

According to the provisions on the administration of cosmetic registration materials, cosmetic raw material producers can submit their own cosmetic raw material safety information, can also be authorized overseas or domestic legal entity enterprises on the raw material safety information submitted and daily maintenance, the same quality specifications of the raw material safety related information can only be authorized to one enterprise.

Cosmetic raw material producers refers to the raw material safety responsibility of enterprises, can be the actual production of raw materials enterprises, and the actual production of raw materials enterprises belonging to the same group of companies associated enterprises or raw materials commissioned by the production behavior of the entrusted enterprises. Raw material distributors determine whether they meet the definition of raw material manufacturer according to the actual situation.

The submission platform is divided into domestic users and overseas users. Domestic users can log in directly through the "Cosmetic Material Safety Information Registration Platform" module in the online office hall of the State Food and Drug Administration; Overseas users can log in after opening the account of "Cosmetic Material Safety Information Registration Platform".

Among them, the overseas raw material producers to submit, or authorized overseas enterprises to submit, raw material producers enterprise main body documents shall be by the Chinese notary public notary or by our country make (collar) museum certification, and the relevant documents together with the main body documents uploaded. Overseas raw material producers authorized domestic enterprises to submit, domestic authorized enterprises to deal with overseas raw material producers of the main body and related information for verification, authorized enterprises opened an account shall also submit cosmetics raw material producers of the main body of the documents and raw material producers issued by the authorization. The authorization shall specify the authorization relationship and scope of authorization, and the information related to the safety of raw materials in the same quality specification can only be authorized by one enterprise.

Liability of the authorized enterprise: When the authorized enterprise opens the user rights, it shall submit the authorization issued by the cosmetics raw material manufacturer. The authorized enterprise has relatively limited liability, only carries out the submission and daily maintenance of the raw material safety information, and may be a third party consulting agency, which will not have a greater impact on the actual trade of raw materials in the authorized enterprise.

Cosmetic raw material quality and safety information publicity style

Raw material safety information publicity will not display the composition proportion of the raw materials or the information of the raw material manufacturer, but only the partial numbers of the raw material submission code (e.g., 100003 * * ** * *) and partial raw material compositions (e.g., ALOE BARBADENSIS leaf juice, glycerol ...) are shown in the following figure.

Cosmetics for the record when the related materials submitted to the code, also does not display the cosmetics raw material safety information file, only shows the raw material submitted to the code.

 

Cosmetics raw material quality and safety information submitted to the specific content

The content required to be filled in the submission platform is changed from that required in Appendix 14 of the original Provisions on the Administration of Registration and Filing Materials for Cosmetics, which mainly focuses on the requirements for raw material production process and attribute information. The following issues that need to be focused on will be sorted out for you.

1. the raw material attribute information refers to which? How?

Raw material properties include the basic characteristics of the main components, raw material source, production process and other information, mainly based on the raw material production process, starting materials to judge, it can be seen that the raw material quality and safety information submitted to the data, the process is one of the key requirements.

2. component content

The content range of the mixture generated by the synthetic process can be filled in only, and the content range cannot be too broad, but should reflect the actual quality control of the raw materials. "Typical/Target Values" are also encouraged and may be either theoretical or average values or representative data obtained over an extended period of time.

Typical/target values should be filled in for compounding/mixed raw materials caused by other reasons, for example, mixed extraction, addition of necessary solvents or stabilizers, preservatives, antioxidants, self-made or purchased main components for compounding, etc.

3. What should be filled in for the characteristic indicators?

Raw material characteristics index, respectively, listed the structure of a clear single compound, polymer raw materials, plant raw materials (direct source), peptides, protein, nano raw materials, other options, submitted should be according to the specific product categories to describe the characteristics of the index.

4. How to fill in the risk information and control indicators?

Follow the instructions for completing this item, which is "when necessary." Submitted to the people should be based on the source of raw materials, the characteristics of the production process and other comprehensive judgment of whether the raw materials with risk substances such as heavy metals, microorganisms, etc., according to the actual situation of reporting.

 

5. The operation level need to pay attention to

Data will not be changed after submission of material quality and safety information. After the raw material quality and safety information submission code is generated, if you need to modify any information, you need to apply for a new raw material submission code.
